The case has ignited a fierce debate about government authority, personal liberty, and the line between protecting public health and overstepping it — especially coming from an administration that built its identity around health freedom.
Health Secretary Robert F. Kennedy Jr. signed an updated order on Monday to continue keeping Angela Perryman isolated at a facility in Nebraska, even though a review from the Centers for Disease Control and Prevention said she should be allowed to quarantine in Florida under minimal supervision. Perryman, 47, said she felt betrayed and lied to. She wasn't aware of Kennedy's latest order until it was slipped under her door on Monday.
Perryman was one of 18 Americans quarantined in the U.S. after Andes hantavirus cases were found aboard a cruise ship earlier this year. The group had initially been placed at a Nebraska quarantine unit. The 42-day monitoring period began following their return to the United States on May 10. Notably, not everyone was treated the same way. An additional 19 Americans had disembarked the ship earlier, before officials knew of the outbreak — and they were not forced into a quarantine facility, instead being monitored at home.
Perryman, who has had no symptoms of the virus since she left the ship, requested a medical review that could allow her to return to Florida. CDC quarantine medical reviewer Dr. Michael Bell recommended that Perryman be allowed to return home with remote symptom monitoring once daily and 24-hour access to help, concluding this was adequate to protect public health. Kennedy overrode that recommendation anyway. Kennedy's order said that despite the doctor's report, Perryman was reasonably believed to be infected with or exposed to the disease.
Perryman wished to go to her home in Florida, but the state refused to provide the monitoring required for her release. A spokesperson for the Florida Department of Health said the state is willing to facilitate Perryman's return and "any appropriate public health monitoring consistent with established public health practices," but said the state won't provide "round-the-clock surveillance measures." That standoff between federal demands and state willingness left Perryman stuck in the middle — confined to a room with no say in the matter.
The HHS defended its position by pointing to the severity of the virus. "The Andes virus has a 40 percent case fatality rate — 40 times that of COVID-19 — and a known incubation period of up to 42 days during which anyone exposed to this disease can become symptomatic and transmit it to others," said HHS spokesperson Courtney Spencer.
Kennedy's order has "no medical basis" and flies in the face of his talk about "freedom" and fighting COVID mandates, her lawyer said. Kennedy and other health officials in the Trump administration have been outspoken advocates for health freedom and highly critical of the COVID-19 public health mitigation measures enacted during the Biden administration. The irony was not lost on Perryman's legal team. Her attorney called it "clearly a political statement" by Kennedy, noting that the CDC's own medical reviewer "made it very clear that there was no medical basis for either the in-person monitoring or the fact of having a guard."
According to an HHS official, June 21 at midnight marks the end of the 42-day monitoring period, and the remaining passengers at the quarantine unit are set to leave Nebraska on June 22. That means Perryman's forced confinement is nearly over — but the questions her case raises about the government's power to detain healthy, asymptomatic Americans against expert medical advice will outlast her quarantine by a long stretch.
