He added that the impact of the barges being submerged could take about a day to reach Cernavoda, since it's located around 60 kilometers downstream. Nine extra days. A Crisis Bigger Than One Country

The Danube, Europe's second-longest river, which winds through 10 countries on its journey from Germany to the Black Sea, has fallen to record lows in Hungary. Water levels in Budapest sunk to 4 inches, shattering the previous record low of 13 inches set in 2018. The consequences are rippling across borders. Hungary's Paks nuclear power plant, which generates nearly half of the country's electricity and uses Danube water for cooling, is operating at roughly 10% capacity after low water levels forced all but one of its reactors offline.

In Moldova, which relies heavily on imported electricity, including from Romania, authorities have urged citizens to voluntarily reduce usage during peak hours. The Danube remains navigable, though many cargo ships are taking reduced loads because of the depth of the water. Danube cruise ships moored in Bratislava found the river level too low to travel back up to Vienna or down to Budapest. Nuclear plants promoted across Europe as the reliable, low-carbon backbone of the continent's electricity grid are specifically unreliable during the climate-driven heat and drought events that Europe is confronting with increasing frequency.

Temperatures across mainland Europe are forecast to be 2°C to 8°C warmer than normal through early August, and longer-term weather models support more rounds of high pressure — which may mean little drought-busting rainfall until later in the year. Romania's sunken barges may buy a few more days of power, but the deeper question — how Europe keeps its lights on as its rivers dry up — has no quick fix waiting downstream.
