Finn's Take· TL;DRThe Department of Homeland Security officially shut down at midnight Friday as Congress failed to reach agreement on funding the sprawling agency responsible for immigration enforcement, airport security, and disaster response. Senate Democrats blocked two Republican-backed measures Thursday to keep the department open, including a short-term funding extension for two weeks as negotiations continue , forcing the third partial government shutdown in recent months.
The impasse stems from federal agents' fatal shooting of two U.S. citizens in Minneapolis—Renée Good on January 7 and Alex Pretti on January 24—during Operation Metro Surge, an aggressive immigration enforcement operation . Federal agents made more than 3,000 arrests and drew widespread criticism, particularly for "warrantless arrests", "aggressive clashes with protestors", detentions of United States citizens, and shootings .
Democrats want to restrict immigration agents from wearing masks, require them to wear identification and body cameras and standardize their uniforms and equipment. They also want to ban racial profiling, require judicial warrants to enter private property and bar immigration enforcement at medical facilities, schools, child care facilities, churches, polling places and courts . President Trump told reporters Thursday afternoon that some of the Democrats' demands are "very, very hard to approve."

According to DHS' contingency plan, last updated in September, 22,862 agency workers not in ICE or CBP could be furloughed, meaning they would not work and would not be paid until the end of the shutdown .
TSA agents are not expected to miss a paycheck until mid-March , but the timing creates additional strain as TSA and the Secret Service are preparing for millions of visitors for the World Cup and America 250 celebrations .
Senate Minority Leader Chuck Schumer said: "Today's strong vote was a shot across the bow to Republicans. Democrats will not support a blank check for chaos. House and Senate Republican leadership declined to cancel the upcoming weeklong recess. Democrats say that after two U.S. citizens were shot dead by immigration officers in Minneapolis, they need reforms cemented into law before agreeing to fund the department . Before Thursday's Senate vote, Mr. Trump's border czar Tom Homan announced a surge in federal immigration enforcement in Minnesota would come to an end, one step that Democrats have demanded. But Schumer said Thursday on the Senate floor that "ICE's abuses cannot be solved merely through executive fiat alone" .
Schumer said Thursday that Democratic negotiators "will be available 24/7" to continue discussions once the White House and Republicans are ready to "get serious." The White House sent a legislative proposal for full-year funding to Democrats late Wednesday, days after Democrats sent their own draft bill .
With both sides dug in and Congress out of town for at least a week, the shutdown could drag on well into February. The standoff represents more than a typical budget battle—it's become a referendum on the scope and conduct of federal immigration enforcement in America's second Trump presidency.
