The First Shot Was Already Fired

At 3:00 a.m. on February 24, 2022, thousands of satellite modems across Ukraine and Central Europe went offline. A few hours later, Russia's invasion of Ukraine began. Most people remember that day as the start of a ground war. But military experts see it differently.

"The first strike of the Russia-Ukraine war was not the tanks rolling into Ukraine, but a cyberattack against a commercial satellite system, which was later attributed to the Russian state," says Kari Bingen, director of the Aerospace Security Project at the Center for Strategic and International Studies. The goal was simple: degrade the Ukrainian military and government's ability to communicate. It was a preview of what modern conflict increasingly looks like — invisible, orbital, and devastating.

The Arsenal Above Our Heads

Countries like the U.S., Russia, China, and India have all tested destructive anti-satellite weapons, while others are developing systems that could target or disable rival satellites. The weapons range from missiles launched from the ground to something far more unsettling. Russia is suspected of developing nuclear anti-satellite weapons, drawing international attention to the broader implications such systems may have for military stability and diplomatic relations.

Whether jamming, hacking, dazzling, or spoofing, China, Russia, and many other nations regularly interfere with satellites. It's important to remember that satellites have three parts: the "bird," the ground station, and the user device — and interference with any of these is an attack on a satellite. So far, most electronic attacks have been temporary and reversible, but they are also increasingly frequent, sometimes occurring hundreds of times a day.

According to analysts at the Mitchell Institute for Aerospace Studies, China and Russia are ahead of the U.S. in anti-satellite missiles and ground-based lasers. "On-orbit capabilities that the Chinese have seem to be ahead of us from a counterspace perspective," one expert noted. Meanwhile, China's operational satellite fleet exceeded 1,060 by mid-2025, with hundreds dedicated to intelligence, surveillance, and reconnaissance.

What Space War Would Actually Look Like

Forget the Hollywood version. While the phrase "space war" might conjure images of satellites being blown out of orbit, the reality is more low-key. The bulk of incidents being observed are "reversible attacks," which temporarily disrupt a satellite's operations rather than causing permanent damage — achieved through jamming signals or carrying out cyberattacks.

These kinds of attacks exist in a legal and political gray area. While most states don't currently treat them as acts of war, the lack of clarity and their growing frequency is a serious concern. Attacks could affect life on Earth in tangible ways, disturbing GPS, television services, and even cash withdrawals. The infrastructure underpinning everyday modern life — banking, navigation, emergency services — is deeply entangled with the satellites overhead.

A Race No One Wants to Lose

The U.S. Space Force is accelerating the deployment of counterspace weapons under a new policy aimed at reasserting American dominance over China and Russia in any potential orbital conflict. In April 2022, the United States declared a unilateral moratorium on destructive direct-ascent ASAT testing and called on other nations to follow — and as of early 2026, over 35 nations have pledged to observe the moratorium. However, China and Russia — the two countries responsible for the worst ASAT debris events — have not joined. Russia dismissed it as an attempt to constrain competitors, and China has not formally responded.

Anti-satellite testing has already generated 6,851 cataloged pieces of trackable debris, of which 2,920 pieces are still in orbit. A full-scale space conflict could make that number catastrophic — potentially triggering a chain reaction of collisions that renders entire orbital zones unusable for generations. The satellites above us are no longer spectators to conflict on Earth. Increasingly, they are the front line — and the world is only beginning to reckon with what that means.
