A City in Mourning, a War Escalating

On August 21, Russian armed forces launched a long-range drone that struck the shopping centre "Soniachna Gallereia" (Sun Gallery) in Kryvyi Rih, in Ukraine's Dnipropetrovsk region. Approximately 30 minutes later, a second drone struck the same mall. Zelensky described the assault on Telegram: "The attack drones struck in two waves: half an hour after the first strike and the resulting fire, there was a second strike targeting emergency responders." The tactic — known as a "double-tap" — is designed to maximize carnage by targeting those rushing in to help.

The two strikes killed at least 16 civilians and injured 128, including at least 23 children, according to Ukrainian authorities. Search and rescue operations were still underway, with nine people, including two children, still missing. Kryvyi Rih observed a day of mourning on Sunday to honor those killed in the attack. The city is the hometown of Ukrainian President Volodymyr Zelensky, who called the attack "absolutely cynical and despicable."

France Steps Up as Ukraine's Air Defenses Strain

French President Emmanuel Macron confirmed that France will send interceptor missiles to Ukraine, following a nearly two-hour phone call with President Volodymyr Zelensky on August 22. Macron wrote on X: "It is crucial to provide Ukraine with all the necessary means to defend its skies and thwart this aggression." The announcement came directly in response to the Kryvyi Rih massacre and a broader pattern of escalating Russian attacks.

Macron said the accelerated delivery is in line with commitments made in July at the launch of an Integrated Anti-Ballistic Missile Coalition — a grouping of 10 European countries that agreed to develop an anti-ballistic missile system as a cheaper alternative to the US-made Patriot air defense system. Macron said Paris would advance the deployment of the new SAMP/T system to Ukraine and license Kyiv to manufacture the interceptor missiles, as well as the SCALP long-range cruise missile and other weapons. This is a significant step: giving Ukraine the ability to produce its own missiles domestically could reduce its dangerous dependence on foreign supply chains.

A War With No Diplomatic Off-Ramp in Sight

Civilian casualties in Ukraine have increased dramatically in 2026. During the first seven months of the year, conflict-related violence resulted in 12,477 civilian casualties — 1,839 killed and 10,638 injured. The United Nations reported that the civilian death toll in 2026 had risen to its highest level since the first months of the war. These are not abstract statistics — they represent a war that is intensifying, not winding down.

Ukraine has also escalated retaliatory strikes on Russia in recent months, in part to pressure Moscow to the negotiating table, but diplomatic efforts have failed to move the two sides towards a deal, with Russia demanding sweeping territorial and political concessions from Kyiv. Macron urged other nations to join the effort ahead of the Coalition of the Willing meeting on August 24. That meeting — timed to coincide with Ukraine's Independence Day — was set to be co-chaired by Macron via video link, alongside German Chancellor Friedrich Merz and British Prime Minister Andy Burnham.

What Comes Next

The drone attack came as Ukraine sustains rising civilian casualties due to a critical shortage of US-made Patriot air defense interceptors — the only system capable of shooting down ballistic missiles. France's move to accelerate SAMP/T deployment and license domestic production in Ukraine is intended to fill that gap, but building that capacity takes time. In the meantime, Ukrainian authorities warned citizens against visiting shopping centers not equipped with shelters, citing intelligence reports that further strikes on such locations are possible.

The attack on Kryvyi Rih has crystallized what European leaders have long feared: that Russia's willingness to strike civilian infrastructure, in broad daylight, in crowded public spaces, shows no signs of restraint. Whether the Coalition of the Willing meeting can translate pledges into faster, more decisive action for Ukraine's sky defense may well determine how the next phase of this war unfolds.
